Kosovo Associates Move On-Installation to Ensure Troops are Served

When command ordered restricted access at installations in Kosovo, it appeared that Exchanges at Camp Bondsteel and Camp Film City would have to close, as they are staffed entirely by other-country nationals (OCNs).

Fourteen OCNs, however, volunteered to live on the two installations until the restrictions are lifted, allowing continued service to troops.

“This takes ‘We go where you go’ to the next level,” said Balkans Exchange General Manager Rick Finley. “These associates’ willingness to sacrifice their own personal comfort for the good of the troops is really incredible.”

Finley worked with command to billet the associates at the installations.

At Camp Bondsteel, associates Xhevat Tahiri, Rexhep Vladi, Emrush Hasani, Xhevat Behluli, Esad Halabaku, Merita Ismajli and Misret Rexhepi are continuing to serve the 700 U.S. and NATO troops.

At Camp Film City, Shaip Bislimi, Drini Hoxha, Skender Kurtalani and Driton Bala are serving the roughly 400 troops. Both Exchanges are operating with about one-third the normal staff.

“Friends are there not only in good times, but in times of trouble,” said Tahiri, who has worked for the Exchange for 20 years. “I come into work during this pandemic to keep serving the U.S. military during these difficult days so they can get the things they need. I will always be where the Exchange is.”

The Exchange’s Film City staff include Skender Kurtalani, Drini Hoxha, Driton Bala and Shaip Bislimi.

Three associates from the DSN internet concessionaire—Remzi Beqiri, Driton Rexhepi and Dionis Mehmeti—also volunteered.

“Our team realized that it was essential for the morale and the welfare of the Soldiers to be able to communicate with their families during the trying times of the coronavirus pandemic,” Beqiri said. “Some of us on the team are old enough to remember when the U.S. Army came in 1999 and all they did for us. We will continue to be here day and night for as long the Army needs us.”

The restricted access took effect at Camp Bondsteel in the third week of April, and Camp Film City followed the next week. The orders will continue until further notice.

“The Soldiers are really thankful the Exchange has managed to stay open for them during this unusual time,” Finley said. “It’s a real testament to the dedication of our associates here in Kosovo.”

    Does the exchange at Camp Bondsteel take the military star card ?

      Thank you for your question, Kevin. The MILITARY STAR card is accepted at all facilities at the Camp Bondsteel Exchange.
