The SAP: A Key Tool in Evaluating Exchange Readiness and Efficiency

The Exchange Office of the Inspector General (OIG) acts as a vital extension of Director/CEO Tom Shull providing an independent, objective perspective on Exchange operations. The OIG operates independently to assess and report on the organization’s readiness and efficiency using different evaluation tools. A key tool in this effort is the Self-Assessment Program (SAP), which evaluates each directorate’s preparedness, identifies inefficiencies and facilitates corrective actions.
The SAP was established following the Air Force Inspection Agency’s 2012 inspection of the Exchange. Since then, directorates have completed annual self-inspections of compliance with regulatory guidance to gauge overall readiness with their directorate’s mission.
Recently, Mr. Shull designated the OIG as the Self-Assessment Program administrator, overseeing training, data analysis and documentation. The OIG compiles an annual compliance summary for Mr. Shull, providing a comprehensive snapshot of organizational readiness.
Self-Assessment Program Managers (SAPMs) are appointed by directorate leadership and tasked with developing an inspection checklist and recording their findings. As subject matter experts within their directorates, SAPMs play a vital role in the success of the program.
By participating in the program annually, SAPMs can assess overall risks, identify vulnerabilities and analyze trends related to key functions within their operations. Designed as an effective tool for measuring compliance, the program also strengthens internal controls within directorates, helping to ensure more efficient and reliable operations.
If any deficiencies are identified during the evaluation, SAPMs apply techniques learned in training, such as the 8-Step Problem Solving method and Root Cause Analysis. Once the root cause is determined, deficiencies are reported to the directorate leaders along with recommended corrective actions.
